Personal Budget - Client Contribution

Hello, I’m new to the forum and looking for a bit of help or advice.
My daughter had severe special needs and has left education(she is 24).
We use Direct Payments to pay for her to attend a day centre providing care, and for her Personal Assistant. These allow me to go to work part time.

Last year the local Council wrote and informed us that as she receives Universal credit see needed to pay contributions towards her care (£330 pm).
We paid and set up a direct debit,

Today I’ve received a letter saying that we failed to tell the Council when she started receiving UC back in 2021. Now, I genuinely didn’t know I needed to inform the council… I thought it was just the DWP that needed to know changes.

So, now they are saying that we owe (or our daughter does) around £12,000.

Has anyone else had this happen to them? Any ideas who to contact for advise??

I’m trying to get in touch with Citizen Advice, but wondered if anyone else was aware of places that could help.

Many thanks in advance.
