Paid carers disposing of waste

Noticed today paid carers walking back to their car, lifted up a random wheelie bin and chucked their gloves in.

Are they supposed to do this, what is the risk of catching covid or anything else.
If the owner of the bin then lifts up the bin with their bare hands?

Should they be bagging up their waste aprons and gloves and disposing as clinical waste?

Taking back to the office and putting in a big bin and burning?

We are all supposed to be safe, stay in to reduce our risk.

But risk possible exposure from these carers.

What are the official guidelines on possibly contaminated PPE material?

I hope the person who owns the bin washes their hands after putting in their own rubbish.
