Rishi Sunak cannot raise some benefits to keep pace with the spiralling cost of gas, electricity and food this year because creaking government IT systems would be unable to process them.
When the chancellor announced his plans to tackle the cost-of-living crisis in his spring statement he was criticised by charities and Labour for not increasing benefits in line with inflation.
The IT system still being used for legacy benefits dates back to 1980’s and is not designed for more than one increase per year.

It doesn’t mention if Carers Allowance was effect by the above and is called a legacy benefit. For those not transferred on UC. It’s interesting the £20.00 uplift was only under UC. So no matter what the charities raised concerns that not everyone could access the uplift it was never going to happen.
