Workers not on employers’ PAYE system before 28 February are ineligible for government scheme.

But under updated criteria for the scheme published by the government on Friday, workers must have been on their employer’s PAYE payroll on or before the 28 February 2020 – three weeks before Boris Johnson announced stringent restrictions on public life.

A Facebook group set up by workers ineligible for the retention programme due to the cut-off date has already attracted hundreds of members within days, with dozens of posts detailing how they have already been laid off by employers. Those in the process of changing jobs have also been affected.

Over 3,000 have also signed a petition urging the government to amend this “huge oversight”, adding it “puts thousands of workers at risk, and stuck in the place of having no income and little to no prospect of getting employment in this current economy”.

Lack of childcare ‘forcing key workers to stay home’.

Key workers say they are being forced to take time off work because they do not have access to childcare.

Schools, nurseries and childminders were told to close their doors last week to all except vulnerable children and the children of key workers, such as NHS staff and delivery drivers.

But many nurseries say staying open for such small numbers of children has not been financially viable.

They also say staff need better protection from the coronavirus.

The National Day Nurseries Association (NDNA) estimates around half of nurseries have completely closed for the duration of the coronavirus crisis.

But for key workers who need childcare, the closures have meant having to take time off to look after their children.

Last week Minister for Homelessness Luke Hall clarified hotels, hostels and B&Bs could open to offer accommodation to key workers and vulnerable people.

A teenager made homeless during the coronavirus restrictions said councils told him he would have to sleep rough before they could help him.

The 19-year-old worked in a restaurant that shut and was in a hostel in Oxford he was told was closing because of measures announced last week.

South Oxfordshire District Council (SODC) said it offered temporary accommodation to rough sleepers.

Oxford’s city council was providing 103 hotel rooms for rough sleepers.

‘People on the streets are struggling because the normal sources of food have gone,’ says Crisis.

The Ministry of Housing, Communities and Local Government (MHCLG) wrote to local councils in England on Friday saying they must find accommodation for all rough sleepers by the weekend, as part of efforts to contain the spread of coronavirus.

But campaigners told The Independent a “lack of clarity” meant many were still living on the streets on Monday and were at increased risk due to the loss of support systems usually in place such as soup kitchens and food distributions.

In some cases, local authorities are said to be continuing to ask rough sleepers to prove a local connection and provide address histories before they can be considered eligible for accommodation, creating barriers to being placed into accommodation during the pandemic.

A blind couple struggling to get online food deliveries because they are not considered vulnerable enough are calling on the government to ensure they have access to priority shopping.

Glen and Rowan Graham, from Devon, said they are scared because they cannot drive themselves to the supermarket.

The Royal National Institute of Blind People (RNIB) is campaigning to class blind people as vulnerable.

Up to 85 per cent of NHS staff forced to isolate at home do not have coronavirus and could be at work but for the government’s failure to introduce testing, a senior official has revealed.

The health service is being undermined by “some of the highest staff absences” ever seen, the head of NHS Providers warned – but suggested most of it was unnecessary.

Revealing the results of initial small-scale testing, Chris Hopson said: “Of the members of staff who are self-isolating for 14 days, because they had a family member who potentially had coronavirus symptoms, only 15 per cent of them tested positive.

“If that is replicated, that means 85 per cent of the staff who are currently self-isolating can get back to work.”
